I originally used 1.1.1.1 by cloudfare on my phone and ipad but they implemented a vpn blocker and Im not sure how to bypass it, my mobile data doesnt work either

The “VPN Blocker” is a firewall. If they purchased a new one and correctly configured it (which is not difficult), VPNs will be effectively disabled.

you can try using several types, such as proxy, v2ray (xray), and other protocols.

Might be worth trying a proxy or a different DNS service.
