Hello there! Does anybody know of a service that can link me to Monterrey, Nuevo Leon, Mexico? I’ve only made it to Mexico City so far.

As a local, I know Monterrey isn’t covered much by VPNs. You could try contacting local ISPs to rent a remote connection via VPN—some offer services to expats.
