Mullvad provides this option. You can mail in cash, but as far as I know, that’s the only way to do it.

You could buy a disposable prepaid credit card with cash. They’re available at most drugstores and post offices. Use that card to pay for the VPN.

You can purchase an activation code at a store or buy it from the Google Play or App Store using a gift card.
