Piracy is a crime here but not enforced. They only act when people share it. If you are just downloading you are fine.

Brazil doesn’t allow for big compensation lawsuits, not even against large companies. They would struggle to sue for direct losses, which are hard to prove for smaller cases. And the courts avoid cluttering the system with minor cases like this, including ‘victimless’ crimes like piracy.

You can do pretty much anything in Brazil as long as you don’t bother too many people, don’t offend anyone too much, and if you earn a lot just make it seem legal ( there are easy ways to do this).

If you are clever, you can avoid taxes, just need to show the government that you’re paying tax.
if you earn a lot, just barely justify it ( no need for advanced money laundering, just buy a gas station for $250k cash and you’re okay).

Our tax system isn’t as strong as in other countries, they lack tools to know if you have money or if you’re laundering it. You can even pay dealers directly through bank transfers as long as they don’t deposit too much into their accounts. People I know move much more than the taxable amount and don’t pay taxes at all. If they’re moving too much, they can easily open a front business.
Edit: Of course this is risky, take this lightly, you can get away with lots of things here that would lead to strict consequences in other places, and if you have some connections or money, everything is easier.

Same in Hungary, they could enforce it but won’t bother, so no need for a vpn to download stuff. We even have our own site, nCore, which is older than me, never shut down by the law, and in 2015 had over 670,000 users, compared to about 10 million people in Hungary.
It’s an invite-only torrent site, so you need to know someone to join, but sharing files is easier than ever.

It’s not a crime to consume pirated media in Brazil. Only to distribute it. That’s wrong (Your wording makes it sound like both consuming and sharing are crimes which isn’t accurate).

It is a crime here though. It’s just that everyone does it, so they can’t enforce it.

And there you go, ‘reclusão’ (which means jail time) only applies to piracy acts meant for profit from illegal distribution. So, if you are just sharing P2P, you aren’t really at risk of prison time. You might get fined though, but let’s not forget the ‘principio da insignificância’ (principle of insignificance) in our laws which makes many crimes hard to punish.
Real enforcement would mostly happen in civil court, which would cost companies way more than they could recover from pirates, even if they managed to win.
